Acceleration network for the renovation of public buildings

RENOVA aims to create a national network of local hubs, each grouping local consultants to provide standardized, high-quality support services to public authorities. The service will cover technical aspects such as energy audits, design, quality, financial engineering for Energy Performance Contracts and blended finance, as well as legal aspects (bundling, pooling, procurement, contracts) to bring renovation plans to life within public building portfolios.

RENOVA will operate a central hub as second-level support and will provide guidelines, tools, and digital templates, as well as training and mentoring, to increase the efficiency and capacity of local hubs. RENOVA will leverage the industrialization of renovation projects based on off-site prefabricated technologies following the Energiesprong approach, focusing on non-invasive, affordable, fast, and replicable renovation interventions for buildings such as schools, social housing, and offices.
RENOVA will enhance the attractiveness of private investments by facilitating public procurement procedures through standardized legal and financial models, promoting the adoption of EPCs in public–private partnerships, and improving access to dedicated public funding. Lessons learned and feedback will be shared with national policymakers and EU stakeholders.
